INTER-HOSPITAL TRANSFER PROTOCOL DEVELOPMENT

The minutes of New Delhi Round Table Conference organized  as a part of  Indo-US Emergency Medicine Meet 2006 at  All-India Institute of Medical Sciences. The medical superintendents of all the Government Hospitals of Delhi were invited to discuss the issue of developing inter-hospital transfer protocol for peace time as well as during disaster. The meeting was attended by the following invited guests.

The deliberations for developing an inter-hospital transfer protocol took note of the fact that health care facilities in Delhi are governed and administered by different statutory bodies. As a result all of them work in isolation with little co-ordination so far as transfer of patients are concerned. The committee discussed in detail the matters related to overcrowding in the government hospitals, delay in reaching the appropriate health facility for emergency care, sub-optimal utilization of small peripheral hospitals. The members were unanimous about  the need for developing an inter-hospital transfer protocol.

 To work-out the details of the protocol three sub-committees were formed as under :

 ¨       Develop clinical criteria and guide lines for inter-hospital transfer protocol. Resource person : Dr.L.R.Murmu, AIIMS

 ¨       Logistics of transfer and communication. Resource person Mr.K.S.Wahi, Special Secretary ( Health & F W ) & Project

 ¨       Identify the capacity of small peripheral hospitals. Resource person Dr.N.V.Kamat, Medical Superintendent, Maharishi
       Balmiki Hospital

Once sub-committees are ready with their brief, they would meet and prepare a draft  covering all aspects of inter-hospital transfer protocol. The draft copy would be circulated to the authorities of all the government hospitals of Delhi. The draft and the feed back received on the draft would then be placed before the next Round Table Conference, for approval and declaration.
