अखिल भारतीय आयुर्विज्ञान संस्थान (एम्स) को भारत में स्वास्थ्य देखभाल प्रणाली के सभी पहलुओं में उत्कृष्टता के विकास के लिए एक नाभिक के रूप में सेवा उपलब्‍ध कराने के लिए राष्ट्रीय महत्व की एक संस्था के रूप में 1956 में नई दिल्ली, भारत में स्थापित किया गया था।

कंप्यूटर सुविधा बायोफिज़िक्स विभाग में इकाई के रूप में 1978 में संस्थान में बनाया गया था। उस समय बिंदु पर, कंप्यूटरीकरण छोटे स्तर पर था और बायोफिज़िक्स के लिए केवल पूर्ति कर था। 1987 में, संस्थान ने सुविधा का विस्‍तार किया और कंप्यूटर सुविधा बनाई गई और जनवरी, 1989 में पूर्ण पैमाने में शुरू हुई थी तथा इसे आगे बढ़ाने का फैसला किया। यह सुविधा शिक्षण, शोध, शोध मार्गदर्शन और रोगी देखभाल गतिविधियों के कम्प्यूटरीकरण में संलग्‍न है।

कम्प्यूटर सुविधा की गतिविधियाँ

कंप्यूटर सुविधाओं का निर्माण एम्स में वर्ष 1988 को रोगी की देखभाल प्रणाली, शैक्षणिक गतिविधियों, प्रशासन और वाचनालय आदि के कंप्यूटरीकरण के लिए संस्थान की बढ़ती हुई माँगों और दवाब डालने वाली आवश्यकताओं के दृष्टिकोण से किया गया था। तभी से कंप्यूटर सुविधा संस्थान, इसके अस्पताल, केन्द्रों, प्रतिष्ठान, वित्त प्रबंधन और वाचनालय को समर्थन देने वाले 6500 से अधिक नोडल्स की आवश्यकताओं का ध्यान रखने के लिए एक स्थानीय क्षेत्र तंत्र की स्थापना के लिए उत्तरदायी रहा है। यह शैक्षणिक गतिविधियों में कंप्यूटरीकरण के उपयोग के लिए उत्तरदायी है जहाँ पर अनुसन्धान एवं शिक्षण हेतु, प्रोद्योगिकी की आवश्यकता के लिए विभागों की संगणनात्मक आवश्यकताओं का आकलन, विकास और अधिष्ठापन किया जाता है। कंप्यूटर सुविधा का नेटवर्क प्रबंधन इकाई, नेटवर्क के रखरखाव, नेटवर्कों एवं नेटवर्क हार्डवेयर की उच्च गति, विकास और स्थापना के लिए अत्याधुनिक प्रौद्योगिकी के सदैव विस्तारित होने वाली आवश्यकताओं, क्रियान्वन के लिए उत्तरदायी होता है। कंप्यूटर सुविधा ने पहले ही aiims.edu में सर्वर पर आमंत्रित इंटरनेट साईट स्थापित कर दिया है।

कंप्यूटर सुविधा का इंटरनेट और इंट्रानेट इकाई अपने प्रॉक्सी मेल और एम्स के लिए एचटीटीपी सर्वर के रखरखाव, इंटरनेट सेवाओं के उन्नयन, वेबसाइट के विकास, विषय-वस्तुओं के निर्माण और अपने वेबसाइट पर विभागों के नवीनतम जानकारियों = के प्रबंधन का ध्यान रखता है। कंप्यूटर सुविधा का प्रबंधन सहयोग इकाई एम्स के प्रतिष्ठान, भर्ती, लेखापरीक्षण, लेखा और अन्य प्रशासनिक इकाईयों के सभी संगणनात्मक आवश्यकताओं के लिए सॉफ्टवेयर के विकास और इसके रखरखाव का ध्यान रखता है।

कंप्यूटर सुविधा ने एम्स के मुख्य अस्पताल और सम्बंधित केन्द्रों के लिए एनआईसी के साथ ई-अस्पताल सॉफ्टवेयर के क्रियान्वन का कार्य अपने हाथ में ले लिया है।

संस्थान एनकेएन और एनआईसी द्वारा प्रदान किये गए उच्च गति के समर्पित लिंक के माध्यम से व्यापक क्षेत्र के नेटवर्क के साथ जुड़ा हुआ है। संस्थान का वाचनालय तंत्र उच्च रूप से विकसित है और इसे वेब ब्राउजिंग के माध्यम से उपलब्ध कराए जाने के लिए उन्नत किया जा रहा है ताकि पाठक नेटवर्क पर कहीं पर भी उपलब्ध सुविधाओं का लाभ उठा सके।

कंप्यूटर सुविधा ने नर्सिंग (बी.एससी.), जैव-प्रौद्योगिकी, मानव जीवविज्ञान में कंप्यूटर जैसे कुछ शिक्षण कार्यक्रमों को आरंभ किया है। परा-स्नातक में डिप्लोमा स्तर पर मेडिकल इन्फॉर्मेटिक्स में नियमित पाठ्यक्रम उपलब्ध करानेवाले कुछ अन्य कार्यक्रम; जिन्हें कंप्यूटर सुविधा द्वारा प्रस्तावित किया गया है, वर्तमान में संस्थान में विचाराधीन है।

Postgraduate

Computer programming covering both theory and practical was conducted for the postgraduate students of Bio-technology department, MHA students of the hospital were given basic computer training. Short training courses for doctors, residents , nurses and other allied staff were organized throughout the year. Faculty, residents and nurses of CNC were trained on the use of computers.

E-mail for academic communication is being used by faculty, resident doctors and other staff of AIIMS, CN-centre and IRCH. The total number of e-mail users has risen to 450 in the institute. On-line internet shell account access using a leased line is provided from the computer facility. Around 100 faculty, residents and scientists(in batches of eight) were given training in electronic mail and its usage.

E-mail access through UTP based LAN is provided to various teaching departments of AIIMS.

Continuing Medical Education

The members of the departments participated in and delivered 2 lectures in continuing medical education prgrammes, Symposia and annual conferences during the year.

The members of the department also guided various software project works for the students of computer applications.They also organized two national training program on "Modern technologies for information handling". Delivered lectures in "WHO-SEARO workshop on General Principles of Health Professional Education" and "Learning Resource Materials".

Organized a training programme for Indian Dental Association, Ludhiana on "Computer in Dentistry".

Patient Care

As a part of implementation of various modules in the hospital, the stores module has also been implemented. Computerised Billing module is being by CTVS for their surgery billing. The ADT module for CT and NS centre have been implemented.

Other Services

E-mail facility for academic communication has been extended to the faculty of CN centre by providing line to access the MEDINST E-mail server. The total no of E-mail users has risen to 259 in the institute. Online internet is being provided from the computer facility.

Revenue saved (compared to the 1/4th usage cost of FAX ) 3.0 lacs (approx.)

The remote login facility to the E-mail and the patient care system has been for the benefit of those staying in AIIMS campus. UTP based LAN is being laid in the teaching department of AIIMS.

The award of Associate Membership to Dr. R.S. Tyagi from International centre for theoretical Physics, Trieste, Italy, a UNESCO & IAEA sponsored organisation, was extended for one more year.

Electronic Mail with access to Internet facilities is installed with over 120 users at present accessing the system.

Collaborative Research Completed

A. National Neonatal Perinatal data-base programme

This package creates its own data-base for respective hospitals and stores information of Intramural deliveries. It stores all 250 information per case. This data-base is distributed throughout India and data collected and analysed at AIIMS.

B. Dental patients with malocclusion and their pre/inter/post treatment information (Dental Surgery).

This stores information of Malocclusion & therapy. All records are stored with pre/inter/post/rev treatment information. The report gives on-line information upto what stage a patient has reached in the treatment, any treatment missing and which to be followed next.

C. Software Package for main ICU(Anaesthesiology).

This is for AB-8 ICU with coad/poisoning & post-operative patients where critical & sensitive patients are admitted and their progress monitored. There are 400 parameters.This provides facility for entering discharge summary of patients and statistical information are generated.

Collaborative Research Continuing

A. Software package for evaluation, item analysis of the students marks in MBBS examination and question bank creation (physiology).

B. PCR/MTB virology analysis (Microbiology).

C. Data bank of factors for lower respiratory tract infection (Microbiology).

Post Graduate: Computer programming was conducted for the post graduate students of MHA and Bio-technology department.

Patient Care

Admission, discharge and transfers for the inpatients has been implemented in all the wards of the hopital. The laboratory, CSSD, Laundry, Blood bank modules has been implemented and functional at the user locations. The computer facility has taken up the implementation of patient care at CN centre, RP center and IRCH.

The department has developed database software for echocardiography, billing of CTVS patients, item analysis of MBBS examinations marks. Software has been developed for Dental OPD patients, nutrition evaluation programme, Angle closure glaucoma, donor selection of organs transplantation and a system for calculating the mental performance quotient and mental age of a child.

Awards & Honours

Mr. S.Kailash and N.G. Sekharan were awarded Vivek Chander Gold Medal. The Associate Membership Award to Dr. R.S. Tyagi from the International Center for Theoretical Physics, Trieste, Italy sponsored by UNESCO and IAEA was extended for a further period of one year.

Significant Events

Postgraduate Medical Institute, Chandigarh has entered into an understanding with AIIMS in computerization of PGI. The software developed by AIIMS will be used by PGI in its efforts to computerise patient care system at PGI, Chandigarh.

Postgraduate

Two courses for postgraduate students were conducted during the year. The staff of the centre guided two computer science students from Agra University.

Personnel trained by the department

Training is a regular and on-going activity of Computer Facility. Various training programmes have been conduced to train the staff of use of computers for the patient care system. The personnel trained were Faculty members, Nursing, Hospital and administrative staff.

Patient Care

The Patient Care System on Mainframe computer was implemented in advanced version of the ORACLE RDMBS (Version 6.0). Implementation of ported PCS modules to higher version with faster response at Central Admission, Casualty, Blood Bank and Wards. These facilities were provided round-the-clock to the hospital. Constancy, software development, system design are provided to hospital, departments, administration and the Centres.

Education

Post graduate computer programming, covering both theory and practical, was conducted for the post-graduate students of Bio-technology department and for MHA students of the hospital covering 20-25 hours of theory. Short Term Training

Short term computer training courses on the use of computers and for the use of Patient Care System were conducted for faculty, residents, nurses and other staff by Ragu Kumar. One week training was conducted for clinical and and administrators from Punjab stateGovt. Medical college on all aspects of patient care system by Ragu Kumar & S.Kailash.

Continuing Medical Education

Satish Prasad participated as a faculty member in the in the National Workshop on Medical Education held in Jan,1992.

Research

Collaborative research completed S.Kailash & N.G.Sekharan were invited by Central Jalma Institute for Leprosy, Agra to design and develop data base and Computer program for Genetics Studies in Leprosy. Satish Prasad developed a computerized data base systemfor "Epilepsy Study" for the Department of Neurology.

Satish Prasad & Dr. R.S.Tyagi established a user friendly, low cost Computer Based Surveillance System for hospital acquired infections and antibiotic usage in tropical countries.

Modules have been implemented for (1) Admission, Discharge and Transfer in Casualty, Orthopedics, C3 Nursery and AB7 Renal Surgery, (2) demonstration and training for use of Laundry, OT,CSSD, Diet and manifold modules of the patient care system and (3) a user friendly, Low cost computer based surveillance system for hospital acquired infections and antibiotic usage in tropical countries, A progam has been developed for computeriseddatabase management for the nosocomial infection surveillance for the hospital infection control program.

Dr. R.S.Tyagiwas invited

i) To chair an oral paper session on "Hospital Information Systems" at the International Congress of Medical Informatics Europe-1991held at Vienna in August 1991,

ii) To deliver a talk on Computerization in Aiims in the IX Annual Conference of Indian Society for Medical Statistics and National Seminar on Statistics in Maternal and Child Health in September 1991 at AIIMS,

iii) To deliver a guest lecture on "Computers and their Applications in Urology" in Inaugural Conference of North Zone Chapter of Urological Society of India held in October 1991 and

iv) To deliver a talk on "The Computer Applications in Hospitals." in the First International Computer Conference in Science, Technology and Medicine in December 1991,Isfahan University of Medical Sciences, Iran. He visited Dundee Institute of Technology under the TCTP Colombo Plan on an invitation from the British Council from 9th Feb. to22nd Feb. 1992. He has also been appointed Honorary Consultant to the State Govt. of Punjab, Ministry of Health and Family Welfare for the Computerization of State Hospitals S.N.Ragu Kumar visited Dundee Institute of Technology under the TCTP British Council Fellowship for training in post expert course in Medical education in February 1992. The Computer Facility organized a half-day Seminar on the Status of Computerization in AIIMS on 24th Sept. 1991 on the occasion of the Institute Day Celebrations on 25th Sept. 1991.

Software Development

N.G.Sekaran developed a Comprehensive Data Bank for AIIMSONIANS and a software for the roll number generation for All India MD/MS and MBBS examination. Monitoring, modification are done of all the software's developed during the previous years. One of the features of this facility is the networking of establishment, finance & accounts, stores, engineering section on a Local Area Network. Concurrently more than 30 users are logging and sharing the database. Necessary training have been imparted to all concerned users. Director and DDA are also working on this network. This is entirely the efforts of P.M.Shrote and R.S.Tyagi.
