EXPRESSION OF INTREST FOR Development, Provision, Implementation and Infrastructure Development of Information Technology Based Computerization of AII India Institute of Medical Sciences on Turnkey Basis.

LETTER OF INVITATION
The AIIMS is the premier multi-disciplinary super specialty health sciences institution of India. It was established in 1956 by an act of parliament. AIIMS has a trinity of mission which is medical education, research and patient care. It has around 2,000 indoor beds with over 1.5 lakhs admissions per annum and an annual out-patient attendance of around 20,00,000 patients.
The All India Institute of Medical Sciences (AIIMS) has already prepared the following documents:
A. Patient Care Systems 1. Complete document of re-engineered process (BPR) 2. Information Systems Strategy plan (ISS) 3. Software Requirement for Systems (SRS) &, 4. Tender documents for computerization of AIIMS and related centers as required based on the above studies.
B. Back Office 1. Software Requirement for Systems (SRS) 2. Design document of all modules
C. Academic and Examination 1. Software Requirement for Systems (SRS) 2. Design document of all modules
The All India Institute of Medical Sciences (AIIMS) invites pre-qualification bids from vendors for qualification to submit a proposal for Computerization of its Patient care and related activities project. The expectations from the vendor are detailed in the attached document under the heading scope of work.
A company or a group/consortium of companies is expected to work as a team for delivering the project, which requires expertise in diverse areas of application.
This letter, along with its annexure, comprises the pre-qualification bid document for this project. Responses should be submitted according to the instructions outlined therein.
The selection panel of AIIMS will evaluate responsive proposals demonstrating the following qualifications.
Ø Prime expertise in software development projects and project management.
Ø Team expertise in installation of Hardware and Software.
Ø Team expertise in modeling data, information flows, and business process
Ø Team expertise in database system design and implementation of Information systems
Ø Team expertise in enterprise information architecture, etc.,
Ø Team expertise in the hospitals, health care organizations or other similar institutions for IT Systems development, implementation, training and operations.
Vendors interested in providing the solutions/systems are required to submit with their proposals a description of the process or approach that AIIMS should follow and recommendation of complete computerization of Academic, Examination, Patient Care System , related services and automaton of the back office functionality of the All India Institute of Medical Sciences. All proposers are required to include a list of their major clients in Hospital / healthcare applications, and letter from at-least three major satisfied clients where the work has been successfully executed. AIIMS reserves the right to verify the authenticity of such supporting certifications /documentation from end users /customers without involving the agencies responding to this EOI.
In the context of this EOI, All India Institute of Medical Sciences and its related Centres will be referred to as AIIMS.
AIIMS reserves the right to accept or reject any or all proposals submitted, waive minor aberrations in proposals, request for additional information or revisions to offers and to negotiate with any or all vendors.
.Those who wish to obtain the document from the Stores Officer, AIIMS may do so through a request to be submitted on the firms letterhead along with payment of Rs. 1000 through Demand Draft payable to the Director AIIMS at New Delhi.
Those who have already submitted their offer in response to our Enquiry No XX-36’Patient Care System/05-06/St. may resubmit their proposal with reference to the revised terms and conditions. They need not deposit the payment of Rs 1000/-.
Those who download the documents need to submit their proposal along with the payment of Rs. 1000 through Demand Draft payable to the Director AIIMS at New Delhi.
Details regarding the request for pre-qualification bid may be obtained from the Stores Officer, Central Store Depot, AIIMS, Ansari Nagar, and New Delhi 110029 from 23rd July 2008 to 22nd Aug 2008, 12:00 NOON.
The
closing date for receipt of proposal is 3:00 PM on 29th
Aug 2008. The opening of the bids shall be done at 4:00 PM on the
same day. |
